Both are awesome.
Ho-oh is a bulky wall that can Sacred Fire/Brave Bird most of its threats; Lugia is Calm Mind phazer and some other stuff.
Personally though, I use Lugia to tank hits until setup/kill back and Ho-oh to flat-out kill stuff when I have to.

Lugia is cool because of XD.
Of course, I Master Balled it b/c lazy [had an excellent nature though for one of Smogon's sets]

It makes a damn good wall in competitive battles.
After a few Calm Minds, it can hit stuff and laugh at most attempts of killing it.
(Remember having to use an Adamant Garchomp [with Muscle Band] in PBR to take it down; took 2-3 hits to kill it. Don't ask, it was a rental)

P.S. I am a pokemon master. I know almost everything. Plus I can enter a battle and win without a strategy. Reason, I have all legendary pokemon from gens 1-6 and almost all are shiny. Deal with it. Plus they are all level 100. SO DEAL WITH IT!
