I'm guessing you're allowed to make up your own Pokemon here (regardless if they're linked to existing stuff or not), as this forum's name implies.
The description is pretty vague, so until that gets clarified, guess you're free to do whatever.

I guess we can also post custom Pokemon w/out the cards here as well (in a way similar to the Wikia and such); since some of us might not be familar with the CCG. Should double check though.
